The National Medical Commission (NMC) of India maintains an official list of foreign medical institutions whose degrees are recognised for practising medicine in India. Only graduates of NMC-approved universities abroad are eligible to appear for the Foreign Medical Graduate Examination (FMGE) — soon to be replaced by NExT — the mandatory licensing exam to practise in India.

This guide covers every major country where Indian students pursue MBBS abroad, with the number of NMC-listed universities, realistic fee ranges, FMGE performance data, and an honest safety assessment. Whether you're comparing Russia with Philippines, or Armenia with Georgia — this is your single reference.

Important: Always Verify Before Admission

The NMC updates its list of recognised foreign universities periodically. Universities can be added or de-listed without notice. Before paying any fees or accepting any admission offer, verify the university's current status on the official NMC website. Aveon Education provides free NMC verification for any university.

NMC FMGL 2021 Regulations — What Every Student Must Know

Before enrolling at any foreign medical university, ensure the programme fully complies with the NMC Foreign Medical Graduate Licentiate (FMGL) Regulations 2021:

54 Months + 12 Months InternshipThe programme must include a minimum of 54 months (4.5 years) of academic study followed by a compulsory 12-month clinical internship at the same institution — not at a separate hospital or in India.
Complete English MediumEvery lecture, exam, clinical viva, and practical assessment must be conducted in English. Universities that teach clinical years in the local language (common in China and some CIS countries) create significant FMGE disadvantages.
License to Practice in Host CountryThe degree must legally entitle the graduate to register and practice medicine in the country where the university is located — not just a certificate of completion.
NEET-UG Qualification MandatoryEvery Indian citizen must have a valid NEET-UG qualification before taking admission abroad. NEET validity for foreign admissions is up to 3 years as per current NMC guidelines.

How to Verify NMC Approval — Step by Step

1
Visit the official NMC websiteGo to nmc.org.in → Information Desk → "List of medical colleges recognised/permitted by NMC".
2
Search by country and university nameFilter the list by the country of your target university. Check that both the university name AND the specific medical degree appear on the recognised list.
3
Cross-check with WDOMSThe World Directory of Medical Schools (wdoms.org) is maintained by WHO and FAIMER. If a university appears on both NMC and WDOMS lists, it is fully verified.
4
Get written confirmation from the universityAsk the university for an official letter confirming their NMC status, the programme's NMC compliance (English medium, 54+12 months structure), and the degree name that NMC recognises.

Frequently Asked Questions

How many NMC-approved medical colleges are abroad in total?

The National Medical Commission of India recognises approximately 200+ foreign medical institutions across 35+ countries. The most popular destinations for Indian students include Russia (40+ universities), China (45+), Philippines (30+), Bangladesh (20+), Ukraine (15+), Nepal (10+), Kazakhstan (10+), Kyrgyzstan (10+), Armenia (5+), and Georgia (5+). The exact list is updated periodically — always verify against the latest NMC gazette before admission.

How do I verify if a foreign medical college is NMC approved?

Visit the National Medical Commission official website (nmc.org.in) and check the "List of recognised medical qualifications from foreign countries" under the Information Desk section. You can also cross-reference with the World Directory of Medical Schools (WDOMS). Both the university AND the specific degree must appear on the list. If in doubt, contact Aveon Education for a free verification check.

Which country has the highest FMGE pass rate for Indian students?

Based on publicly available NMC data, Nepal consistently reports the highest FMGE pass rates (~30–35%) among foreign destinations, likely due to similar curricula and clinical exposure as Indian medical colleges. Russia follows at ~29.5%, with Bangladesh around ~22–28%. Philippines and China tend to have lower pass rates (~14–20%).

What happens if I study at a college that loses NMC approval?

If a university loses NMC recognition after you have enrolled, your degree may still be valid for FMGE if you enrolled before the de-listing date — but this is decided case-by-case by the NMC. To avoid this risk entirely, choose universities with a long history of NMC approval and avoid newly listed or controversial institutions. All Aveon partner universities have maintained continuous NMC approval.

What are the NMC FMGL 2021 regulations that foreign medical graduates must follow?

The Foreign Medical Graduate Licentiate (FMGL) Regulations 2021 require: (1) minimum 54 months of academic study + 12 months of clinical internship at the same university, (2) entire curriculum must be taught in English, (3) the degree must confer the right to practice in the country where the university is located, and (4) the student must have qualified NEET-UG before admission. Violation of any condition can result in the degree not being accepted.

Is MBBS abroad cheaper than private medical colleges in India?

In most cases, yes. While Indian government medical college fees are ₹5–15 Lakhs (highly competitive seats), private and management quota fees range from ₹60 Lakhs to ₹1.5 Crore. In comparison, NMC-approved MBBS abroad costs between ₹17–55 Lakhs for the full course depending on the country and university — making it 40–80% cheaper than Indian private colleges for a globally recognised medical degree.
